"You won't have to do that here," Katniss says sharply, eyes blazing in anger instead of pity. She knows that people have to do this and that people she's known has had to do it - Finnick had - but it doesn't make her any less immune to how angry it makes her. She's not angry at Eponine, naturally, but at the situation.
"Any man who does that to you, you tell me. I'll end him," Katniss says. "I can do it. I know how to fight and I know how to kill if I have to. Nobody is ever going to make you do that again."
